FLYING HI While in school, Jason Todd gets a crush on a new girl, who came from another town, but he is disturbed when she invites him to take drugs. After a brief counseling with Bruce, Jason decides to meet with the girl and prevent her from going the wrong path. Jason meets with the girl at the park and shows her the positive side of not doing drugs. It is then that he learns that he girl has never taken drugs, but she is willing to try after some kids at school offered her. Jason almost convinces her to leave the place, but soon, the misguided kids arrive and take the girl away with them Jason goes into action as Robin and is proud to see the girl leaving the other youngsters when they try to steal a drug store. Once the kids have broken into the building, Robin stops them and teaches them a lesson they won't forget. The next day, the girl meets Jason at school and agrees to talk things after class, which makes Jason very happy. IN THE GRIP OF STEELCLAW! Black Canary terrifies some drug dealers, getting them to reveal the location of a deal. Steelclaw appears, demanding to know who's financing the incoming heroin shipment -- so he can demand 75%! Marty Costa is the name, a real estate tycoon, disgruntled that the City won't let him build anything but housing on his land because of zoning by-laws. He plans on making it a low-income project for poor families. Then he plans to flood the neighborhood with drugs to ensure it's collapse, prompting the City to change its position. Costa is unafraid of Mayor Bolt's interference, as he will kidnap Bolt's children at the first sign of resistance Black Canary tries to swoop in, but Steelclaw anesthetizes everyone with a gas from his glove.
